Closed citizenship by investment programmes
Several well-known investor-citizenship schemes are closed. An old programme page or a legacy approval does not establish an open application route. Check whether a record concerns new intake, repeal, replacement or an existing file.

Malta’s former investor scheme
Malta discontinued its direct-investment citizenship framework after the 2025 Court of Justice judgment. Its citizenship-by-merit provision is discretionary and expressly not a replacement investment programme.
Cyprus and Montenegro
Cyprus terminated its investment programme from 1 November 2020. Montenegro phased out its investor-citizenship scheme at the end of 2022. Processing an older file does not mean new intake reopened.
Use the historical inventory carefully
The IMF inventory helps locate former schemes. Historical prices are nominal archival figures, not offers. Where original statutes or commencement details have not been reconstructed, the entry states that limitation.
