Which citizenship by investment programmes have the lowest qualifying amounts?

The lowest published contribution floors in this inventory are US$90,000 in Nauru and São Tomé and Príncipe. Nauru’s amount is a temporary offer. Their government and professional charges differ, so equal headline amounts do not mean equal total costs.

ProgrammeSingle baseFamily baseSingle subtotal
Nauru$90,000$92,000$102,700
São Tomé and Príncipe$90,000$95,000—
Vanuatu$130,000$180,000$135,000
Dominica$200,000$250,000$210,000
Antigua and Barbuda$230,000$230,000$248,800

Family: principal, spouse and two under-12 children. Subtotals include itemised charges only; extras and eligibility apply.

Compare fees as well as the contribution

Nauru’s enumerated single-applicant charges produce a US$102,700 subtotal before professional/document extras. Do not treat US$90,000 as either programme’s guaranteed all-in price.

Compare the family you actually have

The under-12 family illustration has a US$92,000 contribution in Nauru and US$95,000 in São Tomé. Adult dependant completion is currently paused for affected São Tomé relatives. Family eligibility matters alongside price.

Check the deadline and the outcome

Nauru’s offer applies to qualifying applications filed before 31 December 2026. Investor residency, an announced programme and a discretionary citizenship provision should not be ranked as purchasable citizenship offers.
