Investment migration changes: current, scheduled and proposed rules

A published future rule, an announcement and today’s operative requirements are different evidence. Match the applicable filing or transaction date before changing a budget or choosing an investment.

United States: filing date controls the new EB-5 fees

The September 30 final rule takes effect for filings postmarked on or after 30 November 2026. It sets I-526 at $7,615 and initial I-526E at $7,850, including its $75 technology component. Regional-centre petitions also carry a $1,100 Integrity Fund fee. The combined $8,950 is those filing components, not an all-in immigration quote or the qualifying investment.

New Zealand: an announced December investment option

Immigration New Zealand says eligible Build to Rent developments will be available through approved managed funds in the Active Investor Plus Growth category from December 2026. Further implementation requirements are to follow. This does not make buying a rental apartment directly a qualifying investment today.

Malta: special tax status is separate from MPRP

LN 195/2026 commences on 1 January 2027. Its €35,000 minimum annual tax and €700,000 qualifying owned-property floor concern the Individual Tax Programme. They are not the MPRP contribution or citizenship charges. Check the applicable category, alternatives and transition provisions in the actual rules.

Greece: verify the operative tax law

A September 6 prime-ministerial speech announces a rise from 3% to 15% for property buyers from third countries outside the EU. This review has not authenticated the final implementing law, exemptions or effective date. Treat it as an announced policy rather than substituting it for the transaction’s current tax assessment.

China: check the intermediary’s regulatory position

The NIA’s official explanation says Order 841 takes effect on 15 September 2026 and establishes filing management for exit-entry intermediaries, with a 90-day transition for existing providers. Filing is not proof of service quality or authorisation by a foreign citizenship programme. Check both roles for an actual engagement.

Saint Vincent: a target, not open intake

The Finance Ministry reports that the government hopes to launch its proposed programme in Q1 2027, with strengthened due diligence and regional/central-bank coordination. This is an official planning statement, not a verified filing channel or complete enacted tariff. The profile remains Announced.
