European investor routes: closed options, draft taxes and ongoing checks

A reform can close one qualifying investment without closing every residence route. Separate a dated authority notice, a draft tax, an announced change and an operating application channel.

Latvia: property and subordinated deposits are no longer new residence grounds

PMLP’s notice says the new Immigration Law took effect on 15 September 2026 and removes the real-estate and subordinated-bank-liability grounds. It also says the new €150,000 state-fund provision was not applicable because no fund had yet been established. That is a dated availability statement, not proof of today’s fund launch or closure of all Latvian residence routes. Existing and pending cases need separate transitional review. The official indexed notice was read; direct retrieval failed.

Cyprus: read the amendments after the original monitoring paragraph

The current Gov.cy page retains annual investment and applicable health-cover evidence; amendments remove annual income-proof resubmission and require criminal records every three years. Adult residence rights are unlimited, but the card needs renewal after ten years. Applicants living abroad must acquire residence within one year of approval; permanent residence abroad or two years absent ends the permit. Use the linked MIP2 forms. This residence policy is separate from the citizenship scheme closed in 2020. Its stated revision took effect in May 2023; it is not a newly enacted 2026 reform.

Hungary: a published draft is not a current bill for your tax

The Finance Ministry published a wealth-tax consultation draft on 6 October; consultation ended on 14 October. It proposes a HUF1 billion threshold and distinguishes worldwide resident assets from specified Hungarian assets of nonresidents. The draft’s proposed December commencement is not authenticated enactment. Immigration permission, tax residence, treaties and the legal form of a fund interest require separate analysis; do not assume a blanket investor exemption.

United Kingdom: the legacy route is still closed

Official caseworker guidance closes new initial Tier 1 Investor applications from 17 February 2022. Its legacy extension deadline was before 17 February 2026, and qualifying settlement applications must be made before 17 February 2028. A prediction about a replacement route is not an application right. Check individual legacy eligibility and current rules before relying on a deadline.

Greece: later presentations narrow the original announcement

The government presentation describes the 15% housing-transfer-tax proposal for specified third-country buyers and exempt categories, excluding commercial premises, land and other property from that described housing measure. The Finance Ministry describes a transition until 1 July 2027. Those presentations refine the original speech; they do not supply an authenticated operative tax law here. This tax is separate from Golden Visa qualifying investment amounts.
