Does Croatia have citizenship by investment?
Croatia’s foreign ministry expressly says that investment or property ownership does not grant citizenship. A residence permission, ordinary naturalisation and a discretionary state-interest decision are separate legal outcomes.
Buying property does not buy nationality
The ministry’s published citizenship guidance expressly rejects an investment or property-ownership basis for granting citizenship. Ask any provider to identify the precise legal ground and decision-maker, rather than treating a purchase amount or residence document as a passport entitlement.
Ordinary naturalisation and residence
The government’s naturalisation guidance lists residence as one legal basis, alongside family, emigration and other grounds, with supporting documents and applicable language/culture requirements. Living lawfully in Croatia and satisfying the citizenship rules require separate assessments. A property purchase alone establishes neither residence permission nor a completed naturalisation entitlement.
Article 12: an individual state-interest assessment
Article 12 of the Citizenship Act allows naturalisation where admission is in Croatia’s interest, with exceptions from specified ordinary requirements. The 2019 amendment requires a reasoned opinion from the competent ministry supporting that interest. This is a discretionary legal assessment; the cited provision sets no fixed citizenship purchase price. It should not be relabelled as a generally available investment programme, and the existence of an exceptional route does not by itself imply wrongdoing.
How to check a country claim
Separate the legal basis, eligible applicant, responsible authority, available filing channel and promised outcome. This country note is supported by Croatian public sources. Another country’s absence from CBI.me’s programme list is a coverage statement, not proof that no exceptional or residence route exists.
