Argentina citizenship, residence and tax: three separate decisions

Start by identifying the outcome you need: residence, citizenship or tax status. Argentina’s published ordinary naturalisation procedure and its announced investment route have different requirements; neither a property purchase nor a tax identifier grants nationality.

Ordinary naturalisation needs more than two calendar years

DNM’s published procedure addresses adults with temporary or permanent residence and requires two continuous legal years without departure, a DNI, lawful livelihood and Argentine criminal-record evidence. Two years is an eligibility requirement, not a passport-delivery deadline. Obtain advice before travel or filing, especially where a court case or earlier application is involved.

Birth, parentage and marriage

Law 346 distinguishes birth in Argentina, subject to its diplomatic exception, from an option for a person born abroad to a native Argentine parent. Do not convert a marriage or family-residence relationship into an automatic citizenship entitlement. These routes are outside CBI.me’s investment inventory; e.ar explains the practical distinctions.

Investment citizenship remains an announcement

The ministry’s 2 October announcement identifies a $350,000 contribution or $800,000 bond and a Q4 intake window. It is not a verified filing receipt, complete fee schedule or final bond prospectus. Decree 524’s 30-working-day decision period begins after APCI’s report reaches DNM.

Income-tax residence has a specific CBI provision

Article 116 excludes investment naturalisation alone as the reason for income-tax residence. Its permanent-residence and 12-month temporary-authorisation tests, including statutory exceptions, still apply, and a person already permanently resident remains resident. This is not an exemption from Argentine-source income, other taxes or obligations in another country.

Bills and court decisions have different effects

Official parliamentary records identify Deputies bill 5254-D-2026 and Senate S-1441/26. They propose prohibiting investment citizenship; the records reviewed do not establish enactment. The original 30 June judgment declares DNU 366/2025 null and reverses the lower decision in an ordinary pre-decree citizenship file. Its current appeal position and application to a proposed investment file need qualified review.

Regional residence is not automatic

The Mercosur residence agreement defines treaty nationals to include naturalised people who have held that nationality for five years. A newly issued Argentine passport does not itself grant immediate residence or work rights throughout the bloc. Destination-specific domestic and bilateral routes can differ; obtain the receiving authority’s current requirements.

Agency and parliamentary records do not prove intake

Decree 285/2026 records APCI’s executive appointment. Deputies proposal 5568-D-2026 of 16 October requests information about the announced programme. Neither record is a filing channel, an authorised private-intermediary mandate, final bond terms, an executive answer or an enacted prohibition.

Prepare the facts before paying

Record current nationality, residence authorisations, travel dates, family relationships, lawful funds and tax history. Ask for the operative filing channel, applicable rules, authorised recipient and payment/refund milestones. Keep identity and financial documents with the parties authorised to handle your case.
