Its citizenship-by-merit provision is discretionary and expressly not a replacement investment programme. ## Cyprus and Montenegro Cyprus terminated its investment programme from 1 November 2020. Montenegro phased out its investor-citizenship scheme at the end of 2022. Processing an older file does not mean new intake reopened. ## Use the historical inventory carefully The IMF inventory helps locate former schemes. Historical prices are nominal archival figures, not offers.
